ABSTRACT
The reader - at least, this reader - groans at the book title: surely not another work of investigative journalism and revelation? Can books about intelligence really attract readers only by having labels of secrecy and espionage? The publisher's blurb that the aim is 'to generate debate about the secret workings of supposedly accountable government departments' makes one expect another run-of-the-mill 'exposure'.
