ABSTRACT
I need bulwarks, because my confidence is more solidly built on the strictness of the rule than on the character of men. I employ many men, I hardly know any of them. Hence I must place my trust in them. The safest way for me, but for them too, is to ensure that they cannot abuse my trust.
