ABSTRACT
One of the most hotly debated - and most confused - issues in Islam is the question of authority and sovereignty. This is normally dealt with under two broad headings, although the distinction between them is often blurred:
(a) the nature and form of the legal system; and (b) the nature and form of authority, the state, and govern-
mental institutions.
