ABSTRACT
O F the numerous problems posed by the Education Act, 1944, that of providing secondary education "suitable to age, ability, and aptitude" for all normal children (and so far as possible for the handicapped) is unquestionably the most difficult and complicated. There appear to me to be four principal reasons why this should be so.
