ABSTRACT
Chapter One attempted to demonstrate that the Great Recession was a socially constructed product-a result of policies and actions by people in powerful positions over many years. In this and the next chapter I describe ways in which during non -recession years of the neoliberal period, times when the economy is not in crisis, policies that are part and parcel of the way the system has been set up also keep people, urban neighborhoods, and urban schools in poverty.
