Teachers, it was recommended, should not just teach skills but should help pupils achieve understanding of maths concepts and how they can be applied in different practical situations. To achieve this, much more discussion of maths problems needed to take place between teacher and pupils and between pupils themselves. The report found that pupils should be taught to use calculators for this in no way reduced mathematical thinking. However Straker (1998) reported from the National Numeracy project that pupils were still not being taught to use calculators properly.
