Let me make it quite clear that in campaigning for 'No', the Party will not be campaigning against Devolution for Scotland but only against the type of devolution contained in the Act. In the event of the 'No' campaign being successful, the Party is committed to the establishment of an all-Party Conference to discuss better forms of Devolution. (Macartney, 1981: 22)
