ABSTRACT
In Chapter 9 the discussion concentrated largely on the form of GEM (although there was some discussion on the function also). The emphasis was on the political economy of the form of GEM. In this chapter we are more concerned with the basic principles, the functions and the priorities of GEM. At the outset we would like to clarify our reasons for our preference for the term ‘GEM’.
