ABSTRACT
By the 1980s council housing was facing serious problems. In many urban areas the era of mass housing construction had left local authorities with high-density estates, which were difficult to manage and increasingly unpopular with tenants. The Conservative Government favoured new homes for rent being built by housing associations. It had virtually stopped building by local councils, and was looking for new ways of ending local authority ownership of rented housing.
