ABSTRACT
This chapter will first describe the debates that gave rise to the emergence of particular forms of urban spatial planning in post-apartheid South Africa and the shifts that have occurred in this thinking in the years since 1994. It will then consider some of the factors that have bedevilled the implementation of these plans.
