ABSTRACT

If training is a solution, it is important to first know the nature of the problem. Without that clarification, training can accomplish absolutely nothing except wasting resources.

This first event of the CEM contains what has been called "front-end analysis." Don't begin the design process unless there is some assurance that there is an agreed-upon problem, that training is an appropriate response to that problem, and that the response will not prove more costly than leaving the problem unsolved.
