ABSTRACT
There are essentially two types of learners: those currently employed by the organization and those newly hired. Those who are currently employed may need education for one of three reasons: promotion, lateral transfer, or downsizing. Of course, whether education is needed in an individual case can only be determined in the Identify the Needs of the Learner event. At this point, let us examine the three reasons that could create a need.
