Why a quality management system? In the construction sector, worldwide, the value of formal quality management systems is still widely questioned and it is small wonder. In the UK, HK and Australia government policy has been to simply mandate ISO 9000 for all government suppliers. Some company managements saw the need to obtain certification as simply the need to get onto government tender lists and, hence, primarily as a marketing problem. In cases where senior management gave the issue scant attention, marketing and/or other managers hired a consultant to develop a compliant system.
