ABSTRACT
It was initially difficult for private citizens in the Arizona area to acquire land from the public domain, but acquisition was very important as it affected so many people and was so crucial to the settlement of the land. No one wanted to settle in an area, make improvements on the land, and then find there was no way to legally own that land. Before settlement could begin on a large scale, some provisions had to be made to allow people to own land.
