ABSTRACT
This chapter looks at care and supported housing in its historical context using path dependency as a framework. The various policy initiatives are placed within their historical and philosophical contexts and the reasons for the success or failure of these policies discussed. There have been several ways that the government has attempted to alleviate poverty and provide services for people who require support, supported housing or care.
