Looking at policy – a toolkit

Policies are implemented for a number of reasons. These may be to keep things as they are, to effect change, to privilege a specific group or treat all equally, to promote equality or extend inequality, to promote a set of values or accommodate diverse values or to change individuals/groups or to change environments (Drake, 2001).
