ABSTRACT
Montenegro is an independent and sovereign state, with a Republican form of government. It is one of the youngest European states, having declared independence from Serbia on 3 June 2006. The constitution describes Montenegro as a civil, democratic state, which supports ecological and social justice, based on the rule of law.
