Education is at a crossroads. So too is school choice. In December 2015, President Barrack Obama signed the Every Student Succeeds Act (ESSA), which reauthorized the 50-year-old Elementary and Secondary Education Act (ESEA) and aims to increase educational opportunities among all students. After signing the bill, which focuses on public schools, President Obama said, “We reaffirm that fundamentally American ideal—that every child, regardless of race, income, background, the ZIP code where they live, deserves the chance to make their lives what they will.”
