ABSTRACT

Because downtown areas are also often among the oldest parts of a community, they have been burdened by decades of regulations, some of which can impede or frustrate the development of dense urban housing. One code that I reviewed a few years ago contained over 100 pages, including endless lists of permitted and conditional uses, special districts, tables, charts, cross-references, numerous definitions, and other minutiae that would discourage even the most seasoned of development companies.
