ABSTRACT

In July 2014, the European Court of Human Rights (ECtHR) issued two judgements concerning the international legal responsibility for participation in the CIA programme of secret extraordinary renditions and “black sites” where allegedly “enhanced” interrogations took place. 2 The applications were submitted by two victims of the programme, who argued that they had been illegally transferred to secret detention sites situated in the territory of Poland, subjected to torture there, and afterwards transferred to another secret detention site.
