ABSTRACT

With the further development of networks, informationization and intelligentization, cyberspace has become a new carrier, a new platform, and a new channel for conduct in areas including national politics, the economy, and the military; and traditional Internet governance has entered a new stage of cyberspace governance, involving multiple subjects, many topics and complex mechanisms. This transformation has given rise to difficulties in the international governance of cyberspace. Issues such as competition for power between state and non-State actors, the contradiction between the development of a digital economy and political security, and the proliferation of governance challenges brought about by new technologies are all impacting on the ecology of global network governance, and the rebalancing of the forces in this ecology will promote innovation in the way governance develops.
