ABSTRACT
In December 2017, at the UN headquarters in Geneva, a workshop was held as part of the IGF program. The dialogue included members of the community of Computer Emergency Response Teams (CERT), academia, and governmental representatives – some of whom had also participated in a UN Group of Governmental Experts, UNGGE, to develop non- binding norms for responsible behaviour of States in their use of ICTs.
