ABSTRACT

The United Nations Security Council (UNSC) Resolution 1373 (2001) reaffirmed that ‘any act of international terrorism’ constitutes a threat to international peace and security. This post-9/11 reaffirmation followed the 1992 Resolution 731 qualifying acts of international terrorism as threats to international peace and security, and the 1999 Resolution 1269 condemning all acts, methods and practices of terrorism, regardless of their motivation and in all forms and manifestations.
