ABSTRACT

Since the Reform and Opening-up period, China’s successful industrialization has enabled it to grow rapidly into the “Factory of the World” with a solid cornerstone of manufacturing industrial clusters across the country. In this new stage of development, transforming to be a scientific and technological innovation center and an innovative economy with global impacts has become the primary mission of China’s economic upgrading; among which the transformation and upgrading from production clusters to innovative ones are a fundamental prerequisite. The current focus of industrial upgrading is to establish an industrial innovation ecosystem for the purpose of achieving the production of high-end products and to enhance international competitiveness through the introduction and integration of innovative resources.
