ABSTRACT
In the history of the Cold War Soviet policies were of critical importance in determining what happened in the East European areas which were within the Soviet sphere of infl uence. This was because, since 1945, the Soviet Union had absolute military, political and economic control over the whole of Eastern Europe. Nevertheless, in each of the so-called satellite states, the Soviet-sponsored governments retained a minimal degree of freedom to implement Soviet policies as appropriate.
