ABSTRACT

Throughout the United States, the closure of state mental hospitals has resulted in increasing numbers of mentally ill persons being incarcerated in forensic facilities. One survey reported that, between 1988 and 2000, the number of mentally ill in state mental hospitals decreased by 56 percent, whereas their numbers in adult correctional facilities increased by 114.5 percent (Manderscheid, Gravesande, & Goldstrom, 2004).
