Over the last three decades, political and security concerns, compounded by the globalisation process, have gradually made the control of irregular migration into a central issue on the political agenda. States of the Global North face the dilemma James Hollifield defined as the ‘liberal paradox’ – a greater will to control human mobility alongside an increasingly open economic sphere (Hollifield 1992).
