ABSTRACT

The rapidity at which epidemics have surfaced in recent years at various levels of severity calls for communications guidelines that allow greater flexibility and reactivity so that measures can be implemented to control the disease at its onset (Usman, 2014). As the World Health Organization (WHO) argued, “national and local government authorities [need to] provide information to the public in an understandable, timely, transparent and coordinated manner before, during and after a health emergency” (WHO, 2013, p. 15).
