ABSTRACT

Terrorist acts are crimes, and criminality of this type can occur in two ways. Laws applicable to everyone, such as committing murder or attempting or conspiring to do so, are frequently broken during terrorist attacks or other terrorist actions, and consequently they are investigated as crimes by the police. Additional laws may also exist that criminalise acts that are specifically defined or designated as ‘terrorism’, such as raising and distributing money to further terrorist acts, or travelling to another country intending to participate in terrorism. These crimes are investigated too, primarily by the police, although other law enforcement agencies may also do so directly, e.g. customs, border control, etc.
