ABSTRACT

As the public and private sectors have become increas ingly inter de pend ent, identi fy ing those respons ible for public policy has become diffi cult, as has main tain ing the distinc tion between public and private interests. Private-sector provi sion of milit ary secur ity, for example, has turned issues that were until quite recently matters of sover eign author ity into elements of corpor ate account ing.
