ABSTRACT

The European Union and its member states have for years tried to influence and shape the international climate change agenda. China, as the biggest country and since 2006 also as the biggest emitter of greenhouse gas emissions, has been the core target of engagement and lobbying by other countries. Taking the European Union and its policies on emissions trading, the chapter follows the emission trading system (ETS) policy process from agenda-setting to policy adoption in China. It therefore fits in with the bigger research on when and how climate policies are adopted in China and what role one specific actor, the European Union, as a global leader on climate change, can play.
