ABSTRACT
Context Maritime security is an enabler of economic development, trade and regional stability. Freedom of navigation, unimpeded lawful commerce and the peaceful resolution of disputes are based on international law. Maritime piracy and armed robbery at sea, but also other threats to maritime security, can obstruct these rights and aff ect the international community, including the European Union.
