ABSTRACT

Despite their fundamental role for the construction and maintenance of peace, international norms have been and continue to be violated by international actors. As a result, this study departs from a point of view that norms are not considered as a fundamental instrument of authority and/or medium for the construction and maintenance of peace and order for those who have understood, internalized and accepted them. On this account, norms are viewed as “a broad class of prescriptive statements—rules, standards and so forth—both procedural and substantive” that, following a process of construction, are “prescriptions for action in situation of choice, carrying a sense of obligation, a sense that they ought to be followed.” 2
