ABSTRACT
It is not unusual to hold a person to blame for wrongful or improper conduct. When wrongdoing occurs at a communal, national or global level, attributions of blame become more difficult and controversial. Collective wrongdoing appears to merit collective responsibility, but many find such a concept difficult to accept. Opponents of collective responsibility argue that the concept is incoherent, harmful and intrinsically unfair.
