ABSTRACT

In this chapter we present a comprehensive framework for preventing sexual crimes. The framework is organised according to three prevention targets: offenders (or potential offenders), victims (or potential victims), and settings (types of places, or specific places, where sexual crimes are more likely to occur); and three prevention levels: primary, secondary, and tertiary prevention. This produces a nine-cell prevention matrix (three targets × three prevention levels). The matrix presented here is a somewhat simplified version of the 12-cell prevention matrix originally proposed by Smallbone, Marshall and Wortley (2008). 1
