ABSTRACT

Development requires disaster risk reduction (DRR) including climate change adaptation (CCA) not only to ensure the safety of citizens and communities, but also to maintain the development gains so far achieved, especially those by less wealthy countries. The Sendai Framework for DRR (SFDRR) 2015–2030 ushered in last year through the United Nations, emphasises that for DRR including CCA to be a fundamental pillar of sustainable development, it requires all of society to be involved, in partnership with each other and engaged for shared responsibility, especially with regard to local communities. Experiences highlight the importance of the role of local communities, since whatever the scale of hazards, big or small, it is the local community that either suffers the brunt of or survives from hazards’ devastating effects (Delica-Willison and Gaillard 2012; Maskrey 1989).
