ABSTRACT

As a result of the fast-growing urbanization process, city governments around the world have been faced with a series of critical governance challenges in such areas as traffic, healthcare, public security, and environment protection. Information and communication technologies (ICT) have long been playing a crucial role in enabling government to resolve urban problems. For instance, a new ICT-enabled initiative called “smart city” has become increasingly prominent due to the expectation of its capacity in addressing urban governance challenges. However, the concept of smart city features a very broad scope. From a technical infrastructure point of view, the goals of smart city initiatives can be achieved by a variety of platforms. For instance, web technologies, including interactive Web 2.0, could serve as such a platform. Currently, people might have become more accustomed to applications (apps). Apps and many other new technical components entail the latest technical platform—Internet of Things (IoT).
