ABSTRACT

The public administration and management literature is important for understanding the context in which adoption and implementation decisions on information and communication technologies (hereafter, ICTs) are made and their impact on public service. Key factors identified in the literature—political motivation, bureaucratic politics, policy implementation in an intergovernmental context, and contract management—can all affect decisions about which technology to adopt and whether implementation of new technologies will be successful (i.e., Ahn and Bretschneider 2011; Fountain 2001; Ni 2006; Norris and Reddick 2013). For instance, the need for political and bureaucratic control appeared to be a primary consideration for ICT adoption (Ahn and Bretschneider 2011; Im, Porumbescu, and Lee 2013).
