ABSTRACT

For more than three decades, academics have been discussing the impact of globalization. Globalization has transformed the role of government in recent times. As a result of the new types of interactions and interdependence, it is changing the role and functions of the government (Abonyi and Slyke, 2010). The important challenge of the government is to develop the capacity to deal with these problems. It is leading to what Abonyi and Slyke (2010) call governing on the edges, which means relating the government to the complex and interconnected world.
