ABSTRACT

Formulating efficient and flexible foreign and national security policy and effectively implementing it depend to a large extent on national intelligence capability. Woong Chun in Chapter 12 presents an overview of the changes and continuities of South Korea’s intelligence organizations. Intelligence agencies have played a key role in enhancing Seoul’s national security performance by not only providing the intelligence necessary for policy formulation but also safeguarding against the foreign penetration that threatens the security of the country. However, the National Intelligence Service and other intelligence and security agencies have been criticized by the public for their abuses of power and illegal domestic political intervention. They are currently undergoing massive reforms under the Moon Jae-in government, without which they cannot regain trust and respect from the people.
