ABSTRACT

The fight against organized crime (OC) constitutes an important field of research and is exemplary of the EU’s performance in JHA. In contrast with other threats, like terrorism, EU member states have made a case for EU action against OC on several occasions. Yet there has also been opposition, which has had a negative impact upon the harmonization of policing practices and the development of a common policy. As a result, the intersections and connections of organized crime groups with other actors, above all terrorists, have not been adequately considered.
