Political leadership: the failure of the DPJ’s “Five Measures” AKIHISA SHIOzAKI

Strengthening Japan’s political leadership within the national governance structure has been part of the DPJ’s platform since the party was first established. The opening page of the party’s 2009 campaign manifesto introduces this philosophy in the DPJ’s “Vision of Government,” which includes “Five Principles” and “Five Measures” (DPJ 2009).
