ABSTRACT
Good intelligence, a sophisticated criminal justice system and targeted military strikes overseas were the principal mechanisms of the US for dealing with the threat of terrorism in the last quarter of the twentieth century. Outrages at home by international actors (the 1993 World Trade Center bombing) and domestic (the 1995 Oklahoma City bombing) were both met with effective criminal investigations, prosecutions and severe punishments.
