ABSTRACT
Are small navies different? The question is deliberately ambiguous and this chapter will address it in two ways, dealing first of all with the issue of the extent to which small navies are different from medium and large ones in anything apart from the simple matter of the number of platforms and/or people they have. Here the essential question is whether small navies are different in kind, or merely in scale from medium and large ones.
