ABSTRACT
The formal political processes through which regulations were decided upon in the eighteenth century have received extensive, but selective treatment. Our knowledge of the constitutional and political contexts surrounding the petitioning process is broad, as is the work done on formal constitutional processes within Parliament.1 This chapter explores an area of this process which has received comparatively little attention: the role of data collection and investigation.
