ABSTRACT

Despite efforts to achieve the denuclearization of North Korea since his inauguration in 2009, no meaningful progress has been made. The Six-Party Talks have never resumed during his term, and the denuclearization process of North Korea has stalled. In fact, North Korea conducted a second nuclear test in 2009, made a series of provocations against South Korea in 2010, and launched a rocket in 2012, against US wishes.1 In 2012, North Korea even proclaimed itself a nuclear state in its new constitution.
