ABSTRACT
The declared objective of the promoters of the privatization policy is as follows: “To reduce the friction that currently exists in the checkpoints and improve the quality of service without decreasing the level of security screening. These crossings will be considered as official border crossings and will resemble the terminals found in every country in the world” (Tal 2006). The outsourcing, which is defined as transmission of control to the civil sector, or the “civilianization” of the “crossing points” (izruah hamaavarim),3 is considered to be a form of demilitarization. The first checkpoints were privatized in January 2006.
