However, while they are negative, European perceptions of the US are not uniform, as is evident in the cacophony of diplomatic voices raised in the leadup to the Iraq war. Indeed, the very notion of ‘European public opinion’ is being questioned.8 Moreover, most pollsters operate through the prism of EU member states, entrenching the national dimension in their analysis,9 even though the EU recognizes the existence of a ‘European people’.10
