ABSTRACT
To understand how the World Trade Organization’s (WTO) Doha Development
Agenda can contribute to development, one must first ask whether it is possible or
useful to define a trade negotiation round as a ‘development round’. Then one should
look at the trading interests of the developing countries in this round, and how they
have become more able to articulate their interests. Next, it is essential to examine
the particular interest of developing countries in special and differential treatment
(SDT).
