ABSTRACT

This chapter focuses on a report prepared in the context of the EU Cards project 'Strengthening the Ministry of European Integration' to raise awareness for a unified practice and to facilitate consistency. The report was drafted with guidelines and suggestions to support the civil servants and other officials from the Albanian Ministry of European Integration and the 13 line Ministries in Tirana, who are involved with approximation of Albanian laws to the acquis communautaire. The chapter focuses on the actual Albanian procedures for approximation of laws. The European Assistance Mission to the Albanian Justice System (EURALIUS) has developed general guidelines for Albanian legislation. In the Explanatory Memorandum accompanying the draft proposal the potential economic, social and environmental impacts will be considered and cost-benefit analysis will be included. The instruments of legislation approximation have been adopted by all new Member States and other countries in the Stabilisation and Association Agreement (SAA) process.
